Construction closeout documentation services with one accountable team

Draftech provides construction closeout documentation services for fiber networks, electric distribution, distribution substations and make-ready projects. We deliver the master documentation index, track permit closures, collect completed inspection sign-offs and assemble the supporting record behind grant draw requests where applicable. Your project gets one team responsible for bringing the required records together and tracking the package through the acceptance decision.

The service sits within our field survey pillar and picks up once the field record exists. We organize the finished records around the acceptance requirements for the whole project. Owners, funders and their reviewers receive an indexed submission with each required document tied to the work it covers.

You can engage Draftech for closeout documentation on a project built by Draftech-managed crews or by other contractors. The scope stands on its own, giving your project manager a dedicated team for the package even when construction and record production are already assigned.

How we carry every open item to sign-off

As-builts arrive from the as-built drafting team. Test records come from another contractor. An inspection acceptance stays in an email, and a permit closure still needs a signature. Each contributor may have finished an assignment while the overall submission remains incomplete.

A missing as-built attribute or an unsigned permit closure can cause the owner or funder to return the package. By then, crews may have demobilized and the people who know the record may be working elsewhere. Your staff must reconstruct who owes the missing document and whether the replacement actually covers the requested work.

Draftech takes responsibility for that documentation follow-up. We review the acceptance checklist before construction finishes, identify missing records and carry each open item through to the required signed or accepted status. The package is checked for completeness against that list before submission.

A master index for the entire submission

The documentation index is the organizing record for the whole closeout package. It connects the owner's or funder's requirements to the finished as-built package, test records, permit closures, inspection sign-offs and applicable grant draw support. Your reviewer can locate the evidence for a requirement without searching through separate contractor folders.

We build the index around the project's acceptance list and required delivery structure. A privately funded carrier project and a grant-funded cooperative build may need different supporting records. The agreed requirements determine what belongs in each submission and which items remain open.

For every required record, the package needs a clear answer to practical questions: which project or portion of the work it covers, whether the required version has arrived, and whether the necessary acceptance evidence is present. We flag a missing or conflicting document for its producer and track the response into the package.

Completed as-built documentation is an input to this service. Our closeout scope tracks receipt and inclusion of that deliverable alongside the other records needed for project acceptance.

Permit closures backed by documented acceptance

Draftech follows each permit pulled for the project through to its signed or accepted closure and includes that evidence in the final package. Without that closure, a completion notice filed with a county right-of-way office, municipality or state DOT leaves the permit open on the authority's record and the package without closure evidence.

We account for the permits supplied in the project record and check each closure against the permit and work it covers. If the response is missing, unsigned or does not cover the required scope, the item stays open for follow-up. Your team can see which permit still lacks closure evidence and what documentation is missing.

This scope addresses closure of permits already pulled for the project. Permitting services cover the separate work of obtaining approvals. Keeping the closure evidence connected to the original permit gives the final reviewer a traceable record of the authority's decision.

Inspection sign-offs and test records tied to the work

An inspection acceptance must identify the project or portion of the work it covers. A signed record for an adjacent segment does not satisfy a requirement for the segment being submitted. Draftech gathers completed inspection acceptances, verifies their project references and checks their coverage against the closeout acceptance list.

When an acceptance is missing or its coverage is unclear, we go back to the inspector who issued it for a corrected or completed sign-off. We track the completed response and place it with the related project records. The package shows the acceptance actually provided, including any stated limits.

Construction inspection and QA/QC is a separate service that produces inspection and completion records. Closeout documentation collects those finished records. Test records likewise come from the testing contractor; we record their delivery and assemble them within the required package.

Documentation behind a grant draw request

Grant-funded projects need the supporting documentation record organized around the requirements supplied for the request. Draftech assembles that record, connects the required project evidence to the closeout index and identifies missing documentation for follow-up with its producer.

For a BEAD subgrantee, the engagement starts with the applicable acceptance list and draw documentation requirements provided for the project. We organize the supporting records so the grant team can find the evidence it needs. Draftech does not administer or disburse grant funds, and package assembly does not guarantee acceptance of a draw request.

A standalone scope for owners and delivery teams

Our fiber network closeout package services suit ISPs and carriers whose final records sit with several contractors. When different contractors built different portions of the network, the operator gets one contact for the assembled submission and its open items.

Electric cooperatives and utilities need a complete documentation package for distribution line, distribution substation or make-ready projects. We collect as-built staking or record drawings from the as-built scope, completed inspection acceptances from the inspection scope, and county right-of-way or state DOT permit closures. These finished records are indexed against the utility's acceptance list.

When closeout assembly falls between existing contracts, general contractors and program administrators engage us for project closeout package services. We establish who supplies each missing record and keep the documentation work attached to the required deliverable through final sign-off.

For projects needing broader oversight, fiber construction management or electric construction management addresses that need. The standalone closeout engagement focuses on assembling and tracking the documentation package your existing delivery team must hand over.

Common Questions

Construction Closeout Documentation Services FAQ

Can Draftech close out a project built by another contractor?

+

Yes. We can assemble and track telecom infrastructure closeout documentation whether the project was built by Draftech-managed crews or other contractors. We need access to the project's acceptance requirements, available records and the parties supplying missing documents.

What do we receive at the end of the engagement?

+

You receive an indexed submission tied to the asset owner's or funder's acceptance list. It brings together the required records and identifies the status of any item still outstanding, along with its responsible party.

What if our as-built package is still unfinished?

+

We identify it as an open deliverable and follow up on the required records with the as-built producer. As-built production is separately scoped, and this service assembles the completed deliverable into the overall closeout package. Missing records remain visible against the acceptance list.

Do you guarantee the owner or funder will accept the package?

+

No. Draftech checks the submission against the supplied acceptance requirements and tracks documentation questions through the review. The owner or funder makes the acceptance decision, and issuing authorities retain responsibility for their permit closures.

Can you support a grant draw without managing the grant?

+

Yes. Your grant team keeps administering the grant and submits the draw request itself. Draftech's part is the documentation record behind that request, so your grant staff are not the ones chasing each contractor for supporting documents.
