The radio is not the whole site, and a per-node average is not the whole budget. A candidate may use an accepted structure with nearby fiber and power, or it may require a new pole, underground crossing, utility service, restoration, traffic control and separate aesthetic review. Blending those conditions hides the reason one site behaves differently from another.
This guide does not quote external dollar estimates or add unapproved Draftech prices. Instead, it uses verified FCC size and review rules plus a clearly labeled Draftech framework for site classes, scope maturity, risk and proposal comparison. The purpose is to build an estimate that can be reviewed, updated, and controlled without pretending uncertainty has already been resolved.
What Small Cell Network Deployment Cost Includes
Small cell network deployment cost is the budget for turning candidate nodes into accepted, operational sites. Draftech separates 6 workstreams: site and structure, fiber, power, civil work, permits and integration with closeout. FCC rules also define qualifying small wireless facilities with numeric limits, but those limits do not determine a site's construction cost.
Start with the regulatory definition, then classify the delivery condition. Under 47 CFR 1.6002, qualifying small wireless facilities include conditions related to structure height, antenna volume, other equipment volume, registration, location and radiofrequency exposure. Meeting that definition can affect the review framework, but it does not prove pole acceptance, fiber access, power availability or a buildable civil path.
The federal definition includes structures 50 feet or less in height under one condition, antennas no more than 3 cubic feet each, and other associated equipment no more than 28 cubic feet, along with additional conditions in the rule. We use those verified numbers only for regulatory screening. We do not convert them into equipment allowances, site prices, or a claim that every qualifying node follows the same local approval path.
A Candidate Count Is Not a Construction Quantity
An RF candidate list shows where service is desired. A construction quantity basis shows what must be installed, modified, permitted, tested and documented at each accepted site. We link candidate identity to owner, structure, equipment configuration, fiber concept, power concept, civil path, permit path and evidence status. Candidates with unresolved dependencies stay visible, but they do not receive the same confidence as verified sites.
We also separate shared work from site work. Backbone fiber, aggregation, common design standards, program management, material staging, network integration and record systems may serve multiple nodes. Assigning every shared item equally can distort difficult and simple sites. Leaving shared work outside the node estimate can distort the program total. The estimate should show both views and explain the allocation method without inventing precision.

Small Cell Network Deployment Cost by Workstream
The 6-workstream table is Draftech's review framework, not published market pricing. It lets an owner compare estimate coverage without any external dollar estimate. Each row identifies the quantity basis, evidence gate, and common omission that should be visible before candidate-level totals are trusted.
A workstream can contain repeatable and site-specific items. Equipment schedules and standard details may repeat, while make-ready, conduit access, service extensions, restoration and local exhibits vary. We therefore preserve the site class inside every quantity export instead of allowing a blended average to erase the conditions that produced it.
Site classes need controlled definitions. We do not let one team label a node simple while another uses standard for the same condition. The classification record identifies host type, ownership, backhaul method, power strategy, civil method, permit path, streetscape constraint and evidence status. If any class-defining condition changes, the node is reclassified and its quantities are reviewed. That rule keeps an early desktop label from following the candidate after field evidence contradicts it.

Site and structure work begins with ownership. A utility pole, municipal streetlight, building, strand, traffic structure, and purpose-built pole have different access, approval, loading, mounting, concealment and maintenance questions. We tie equipment weight, wind area, dimensions, attachment height, cabinet or shroud, grounding and service path to the specific structure record. A generic pole allowance does not prove that the preferred host is usable.
Fiber work begins with an accessible source. A nearby mapped line is not enough. We verify ownership, capacity as required, splice access, route rights, aerial or underground method, crossings, conduit continuity, handholes, slack, cable, splicing, testing and record updates. Shared backhaul is separated from drops to individual nodes so the owner can see both common infrastructure and marginal site work.
Equipment configuration must stay tied to the estimate. A change in antenna, radio, shroud, cabinet, mount, or power equipment can alter dimensions, weight, wind area, structural review, concealment, foundation, service and permit exhibits. We record the approved cut-sheet revision behind each candidate and identify substitutions for engineering review. The budget should not continue using an old structure or civil assumption after procurement selects a materially different equipment set.
Resolve the interfaces next. Assumptions are not services.
Resolve Power, Civil, and Permit Drivers Before Baseline
A close power line is not a service design. We identify load and equipment requirements, the utility point of connection, meter and disconnect approach, grounding, conduit, owner responsibilities, application status, inspections and energization conditions. Power can carry its own utility schedule and unresolved upgrade risk. We keep that risk attached to the candidate rather than hiding it inside a general contingency.
Civil scope follows the complete footprint. Foundation, trench, bore, handhole, sidewalk, pavement, landscaping, traffic control, access, staging, and restoration may extend beyond the visible equipment area. Local restoration standards can control how much surface work is required after a narrow excavation. We verify the applicable standard and limits for the site rather than turning an observation about one corridor into a national assumption.
Traffic control belongs to the site class. A node that can be reached from a protected area has a different field setup from one requiring lane, shoulder, sidewalk or bicycle-facility control. We identify the work activities, equipment footprint, permit path, public access, and restoration sequence before assigning estimate maturity. The traffic-control drawing and construction method still follow the controlling authority and field program, but the budget framework must acknowledge that workstream early.
Keep the FCC Clock in the Right Column
FCC wireless infrastructure materials discuss presumptive 60-day review for certain collocations and 90-day review for certain new structures. Those clocks address local review of qualifying complete applications; they are not total deployment schedules or promises of approval. We link the rule framework to the permit workstream while separately tracking pole-owner review, utility service, design comments, construction authorization, material, integration and closeout.

The project must still confirm current law, the qualifying application type, completeness, any tolling rules and the authority's process. We do not generalize one local form, fee, aesthetic rule or review practice to another jurisdiction.

Procurement caveat: the lowest visible total can be the proposal with the most work outside its boundary. Compare included scope and unresolved risk beside every total.
Now grade the estimate. Do not blur maturity.
Grade Estimate Maturity and Normalize Proposals
Draftech uses 4 maturity gates. Screening confirms the candidate and broad site class. Feasibility adds structure, fiber, power, civil and permit concepts. Design basis adds accepted routes, equipment, responsibilities and quantities. Construction baseline adds issued documents, approved changes, procurement status and defined acceptance. These are review labels, not statistical accuracy claims. Each program should state what evidence is required to enter and exit a gate.
Risk should remain specific. We record the uncertain condition, affected nodes, possible scope effect, owner, resolution action, due gate and estimate treatment. Pole replacement risk belongs to the site and structure workstream. Unknown conduit continuity belongs to fiber or civil. Utility service uncertainty belongs to power. One flat program contingency may still be used by the owner, but it should not erase the source and location of risk.
Recast Every Proposal to the Same Scope
We normalize labor and services, materials, equipment, engineering, owner and utility fees, shared infrastructure, site work, restoration, integration, closeout, assumptions, exclusions, quantities, escalation basis, and risk treatment without quoting unapproved dollar figures. Each proposal is mapped to the 6 workstreams and 4 maturity gates. The comparison shows priced work, owner-retained work, third-party work, and unresolved work rather than only competing totals.
Clarification questions should become contract language. If a bidder confirms that a route crossing, utility fee, pole replacement, aesthetic exhibit, integration task, or as-built format is included, we carry that answer into the workstream matrix and acceptance schedule. Interview notes do not control delivery. The awarded scope should identify the same node IDs, quantities, responsibilities and exceptions used in the normalized comparison.
Alternates should preserve the same evidence. A different pole, backhaul path, power source, equipment set, or civil method can be valuable, but the alternate needs its own quantities, dependencies, permit effect, schedule basis and acceptance record. We reject alternates presented only as a lower total with an incomplete technical basis. The purpose of an alternate is to compare delivery choices, not to remove scope quietly and leave the owner to discover the missing work after award.
Construction delivery is full turnkey through Draftech-managed subcontract crews under Draftech's QA/QC and safety oversight when that scope is selected. Wireless and OSP engineering remain in-house. We do not claim every physical construction task is self-performed, and we do not describe turnkey delivery as management-only. Design changes return to the in-house engineering chain, while managed crews execute accepted field work within the project quality and safety program.
A candid limitation of our six-workstream method is that a clean matrix cannot replace field evidence; weak source records still produce weak confidence, even when the categories look complete. Say that plainly. Our in-house delivery model makes ownership traceable, but it does not make uncertainty disappear. Budget confidence should follow current owner decisions plus current field evidence rather than the apparent completeness of a spreadsheet whose source assumptions remain unresolved after review. Keeping uncertainty attached to each candidate also gives procurement teams a defensible comparison basis without converting an unresolved dependency into an unsupported allowance prematurely. That record becomes especially useful when a shared backbone decision changes several candidate budgets at once and the owner needs to trace the effect without rebuilding every estimate.

For a one-off node: do not borrow a program average that hides its site condition. For a corridor: separate shared backbone and standards work from node-specific work. For a mixed portfolio: preserve site class in every quantity and risk export. For a constrained streetscape: resolve owner, aesthetics, access, restoration, and traffic control before assigning construction-level confidence.
At each baseline update, we reconcile candidate count, accepted sites, removed sites, site-class changes, shared work, issued designs, permit status, utility status, procurement decisions, accepted field changes and closeout. The reconciliation explains movement instead of overwriting the prior total. A decision-maker should be able to identify whether change came from quantity, maturity, scope, risk resolution or a different delivery choice. Without that bridge, trend reporting becomes a sequence of unrelated snapshots.
The problem-to-service bridge is exact: unverified host structures, assumed fiber access, undefined power service, incomplete civil footprints, permit-clock confusion, and missing integration records are the reasons node estimates drift.
