A findings log tied to the package
The written log records each issue page by page. Each finding points to the relevant sheet, supporting document, or conflicting references so the designer can trace it without guessing which version or location the reviewer meant. The description explains what the package shows and why it raises a concern.
Missing support is also a finding. If a design assumption cannot be checked because the referenced information is absent, the log identifies what is needed. That gives the owner a specific request to take back to the designer rather than an unexplained objection to the package.
Corrections in priority order
The correction list separates issues that materially affect the pending decision from documentation cleanup. Corrections that change the bid scope or would block the grant submission come first, and drawing and reference cleanup comes last.
A summary memo for the owner
The memo brings the findings together around your milestone: construction bid or grant submission. It explains the principal concerns and recommended corrections without requiring a decision-maker to reconstruct them from individual comments. Use it alongside the detailed log when discussing revisions with the originating firm or documenting your own decision.

The review starts with the package's intended use and the requirements that govern it. High-level design (HLD) and low-level design (LLD) carry different levels of detail, so findings must account for the stage being reviewed.
Constructability within the design documents
Draftech's OSP design constructability review services check the package for fiber counts at a cabinet that exceed the cable feeding it, route footage on plan sheets that does not match the bill of materials, handhole or vault counts that differ between drawings and the material schedule, and road or rail crossings shown on the route without corresponding detail sheets. The review identifies those problems and the clarification or correction needed from the originating firm.
A paper review cannot confirm current field conditions.
Cost realism grounded in scope
Cost realism means examining quantities, material assumptions, and construction assumptions for consistency with the design. If the drawings describe work that the quantity summary omits, a bid based on that summary can understate the build. If different documents describe different scope boundaries, the owner may receive bids that are difficult to compare.
We flag the inconsistency and identify the documents that need reconciliation. This gives your team a basis for asking the designer to correct the package before bidders rely on it. The review does not assign construction prices.
Compliance with the project's stated requirements
We compare the package with the owner's design standards and the program requirements supplied for the engagement. For a BEAD subgrantee, we compare the engineering documentation with the NTIA BEAD and state broadband office requirements the owner supplies; for a RUS/USDA-funded project, with the applicable RUS requirements; and clearance-related design with the NESC. We identify gaps between what the package contains and what the project requires, with references the designer can use to respond.
A compliance finding should explain the unmet requirement and the affected document. The result supports an informed submission decision; it does not certify the design or guarantee grant approval.
How the independent review runs
Start with the package you intend to use and the milestone it must support. Send the HLD or LLD, supporting drawings, quantity and material information, owner standards, and applicable program requirements. Include the revision identifiers and any existing comments that explain unresolved questions. These materials establish what Draftech is reviewing and what the package is expected to satisfy.
Our engineers compare the documents against that basis and record each issue where it occurs. Where drawings and supporting schedules disagree, the finding identifies both references. This keeps the review tied to evidence that you and the originating designer can examine.
Draftech then delivers the completed review to you. You decide which matters to return to the designer and how the findings affect the planned bid or submission. The review does not take over or redo the design. Having Draftech produce or correct an HLD or LLD is a separate engagement.

Yes. This service is for project owners who already have an HLD or LLD from another firm or vendor and want an independent assessment before bid or grant submission. Draftech's in-house engineers review that package and deliver their findings directly to the owner.
Can I engage Draftech specifically for an LLD review?
Yes. Draftech's fiber LLD design review services cover an LLD package on its own. Send the HLD it was built from, if one exists, plus the quantity and material schedules and owner standards so we can check the LLD against the HLD it was built from and against its own schedules. The findings reflect the material supplied and the agreed review scope.
Does the review include correcting the drawings?
No. The review delivers documented findings and recommended corrections for you to address with the originating designer. Your original designer can make the revisions from the findings log; if you want Draftech to produce or correct the design instead, that is a separate HLD or LLD engagement.
Is the review a stamp or certification?
No. It is an engineering review of constructability, cost realism, and compliance with the project's requirements. It does not provide a professional-engineer stamp, legal or regulatory sign-off, or certification, and it does not replace the decisions of the applicable reviewing authority.
What if the package is incomplete?
Share the available package and identify the missing documents when discussing scope. Draftech can identify where missing support prevents a conclusion and document the information needed from the designer. An unresolved assumption remains visible in the findings rather than being treated as verified.
