Get the crossing package into the right review

Draftech provides fiber crossing permit services for ISPs, carriers and BEAD subgrantees whose chosen routes cross regulated waters, irrigation canals or pipeline rights-of-way. We prepare crossing-location and bore engineering drawings, complete the applicable application or agreement package, and manage submissions through permit issuance or agreement execution. Engineering is performed entirely in-house, so the people developing the crossing detail also resolve the technical questions it raises.

A waterway application filed under the wrong permit type can return before the proposed crossing receives substantive review. An irrigation district's occupancy form missing a required exhibit or an operator agreement package without the crossing detail its specification requires comes back for correction. The package goes back to the start of that reviewer's queue, and the crossing stays unauthorized while it waits.

Fiber crossing permit services for three different authorities

A federal regulator, a canal owner and a pipeline operator each read a crossing drawing for a different question: impact on the regulated water, protection of the water-delivery facility, and protection of the pipeline. Draftech prepares the submission around the requirements of the authority that governs it rather than treating every crossing as the same application with a different recipient.

Navigable-water and wetland applications

For crossings requiring USACE review, we prepare completed permit applications and the crossing engineering exhibits supporting them. We review the proposed location and work limits with the available project information, coordinate the applicable application path with the Corps, and identify the supporting material needed for that submission.

The drawing package gives the reviewer a defined proposal: where the fiber crosses, the bore profile, the proposed conduit and casing details, and the relationship of the crossing to the regulated water or wetland. We develop the depth and clearance information around the requirements applicable to that location.

Where required, wetland delineation and environmental findings come from the client's environmental consultant. Draftech coordinates those materials into the permit package and carries the relevant information into the engineering exhibits.

Canal and irrigation-district applications

For a canal or irrigation ditch, we identify the owner or operating authority responsible for reviewing the proposed crossing. Draftech prepares the completed occupancy or encroachment application and the exhibits that authority asks to receive. The submission addresses the canal as a water-delivery facility, with its own crossing standards and operating concerns.

Our engineers develop the crossing location, bore profile, casing and clearance details to the canal owner's requirements. We show the proposed fiber facility in relation to the canal and the occupancy limits requested in the application. We list every exhibit the canal owner requires before the package is assembled, so the application does not arrive at intake missing one.

A reviewer may need clarification about the crossing geometry or the extent of the requested occupancy. Draftech answers those questions through the application record and revises the affected engineering exhibit.

Pipeline-operator agreement packages

For natural gas and other utility-operator pipeline crossings, Draftech prepares the encroachment agreement package using the operator's own crossing specification. The operator needs to evaluate the proposed fiber facility against the pipeline it protects. We prepare the crossing plan and bore profile with the specified crossing angle, separation, casing and right-of-way relationships. If the specification requires a detail that the route drawing does not contain, our engineers develop that detail before submission.

Draftech prepares and submits the package; the client reviews and signs the agreement. We track technical acceptance and the agreement's execution as separate items, so an accepted crossing drawing does not get reported as a completed agreement while signatures remain outstanding.

If a pipeline operator's crossing specification is missing, Draftech requests it from the client before completing that crossing's drawing. We prepare the drawing and the application or agreement together for each crossing, so both describe the same depth, casing and alignment.

After filing, our fiber crossing permit management services keep each submission active through technical review. We record the reviewer's questions, prepare the required engineering response and submit revised exhibits where needed. If a response depends on information from the client or its environmental consultant, that dependency remains visible until the material is received and submitted.

Each permit-matrix entry is keyed to one waterway, canal or pipeline crossing and its drawing sheet, and names the federal regulator, canal owner or pipeline operator holding the submission. We keep that crossing record open until the permit is issued or the agreement is executed, then retain the authorization with its drawing sheet.
