A fiber program can have every package moving and still lose control of the route. One county waits for a design correction. A state district is reviewing a crossing. The pole owner needs revised attachment data. Meanwhile, the same engineer is named on every response. The management failure is unresolved decision ownership when concurrent packages compete for the same people.

This guide explains the human operating cadence for concurrent permit portfolios. It does not recreate automation rules or choose permit tracking software. It also leaves record architecture to the future status-tracking article. Package assembly belongs to submission guides. Delay diagnosis and mitigation own different decisions. Here we focus on jurisdiction segmentation, visible work in progress, dependency ownership and coordinated response sequencing so a program manager can decide what moves now and what must wait.

Segment the Portfolio by Jurisdiction and Decision

How to manage multiple fiber permits simultaneously starts by splitting the route into a decision package for each controlling authority and scope. Give every package a named coordinator. Start with authority rather than geography alone because one continuous route can cross city streets and county roads before entering state highway right-of-way during the same build. It can also depend on pole access or a railroad crossing. Those decisions do not merge merely because the fiber alignment is continuous, and the Federal Highway Administration Utilities Program explains that states decide whether utilities may occupy highway right-of-way under their documented conditions. The applicable utility accommodation policy records that state choice. Local and private authorities retain their own decision boundaries.

NTIA makes the same scoping point in Important Ideas to Streamline Broadband Permitting and Support Internet for All Deployments, published in 2024. Counties and cities may establish distinct processes, while broadband work can involve land use review or historic preservation based on the jurisdiction and project scope. Public safety and environmental planning can also apply with specifics varying by jurisdiction, so we create a portfolio lane for each real decision authority rather than forcing one combined queue. We do not copy one jurisdiction's checklist into another lane.

The segment must be small enough to assign a decision yet large enough to manage coherently, so we use route limits that the design team can point to on controlled sheets. Each segment names the authority and the permit type. It also names the applicant obligation currently preventing the next decision. The lane is not a software status field but a management boundary that lets our team decide who speaks for the package and who must act next.

One person owns coordination for each package even when several specialists contribute, but that coordinator does not become the agency reviewer or the owner-designated approver for release. The role assembles the current question, secures the response from the correct discipline and confirms that the program team understands the effect on adjacent packages. Make Work in Progress Visible and Triage Capacity

A concurrent portfolio needs one short management view before it needs more detail. At each review, show the package group and the outside decision now pending, then name the internal move that would change the outcome along with the responsible person and capacity choice. This is work-in-progress visibility, not a claim that a dashboard can predict approval.

Capacity belongs beside priority because a long queue can hide an overloaded reviewer. Capacity is finite. Count the packages that need active applicant work this cycle, then compare that demand with the design and coordination hours actually available from named people. If one engineer is assigned to every urgent correction, the portfolio is not truly parallel, so move lower-impact responses out of active work and state why the priority changed. A paused package should have an explicit restart condition, not a vague later label. We keep that capacity choice visible.

Caltrans offers a useful state-scoped reminder in its September 2020 Utility Encroachments Permit Application Guide, Including Broadband. The guide requires its own form spaces to be completed or marked not applicable, and it describes supporting documents that vary with the proposed scope of work. That California example can inform a state-specific lane, but it cannot define what another authority will accept or what another portfolio should forecast.

That choice needs a program owner who understands route consequence. The choice stays human.

Assign Critical Path and Shared Design Change Ownership

A permit becomes critical because of the work it controls, not because it has waited the longest. The program manager should map each package to the field segment or procurement decision that depends on it, then name the person who owns how that dependency changes sequence and release planning. If a county segment can be constructed independently while a railroad crossing remains unresolved, the forecast should show that separation. One blocked crossing should not automatically turn the whole program red.

Critical-path ownership has two parts because the external authority owns its review decision, while the internal dependency owner decides how that result changes sequence or release planning for the program. Combining those roles invites false certainty. An agency contact may explain where a package sits without promising the program's construction date, so the internal owner must translate that outside decision into a bounded schedule consequence for affected work.

Shared design changes need a stronger rule than ordinary comment responses. A route shift can affect a municipal set while also changing a highway crossing or pole group, which is why the design manager identifies every open package that references the changed basis before any team resubmits. Each package coordinator returns an impact decision. Only then does the controlling design revision move. This protects the portfolio from issuing two internally inconsistent answers on the same day.

Seattle Department of Transportation provides a municipal example of why change ownership matters. Its utility-work page states that scope changes under a Revision Amendment require revised documents and a full review, although that Seattle rule does not establish a universal municipal process. It shows that a seemingly local edit can restart work for one authority. Our program control is therefore to ask every jurisdiction lead what the change means before promising a revised date.

Use one change notice that identifies the originating decision and the affected route limits. Name the current design basis and ask each lane owner for an accept, revise or no-impact disposition, recognizing that these are Draftech coordination choices rather than agency statuses. If one owner cannot assess the change, the program manager holds only the affected release basis. Other independent work may continue after its owner confirms separation.

Shared-change test: before a revised package leaves the team, ask whether another open permit still relies on the superseded route basis. If the answer is unknown, stop that resubmittal and assign the cross-package decision.

Sequence Comments by Reviewer and Response Owner

Comment volume is a poor priority signal. One geometry comment can control several packages while many drafting notes affect only one sheet set, so begin with the authority's exact request before assigning internal response work. Name the reviewer function that owns the outside decision. Then assign one applicant response owner who can change the underlying work. The permit coordinator controls sequence but should not author technical answers outside that person's discipline.

Response sequencing follows consequence. First protect comments that block a shared dependency, then handle clear corrections that can return to the authority without consuming the same scarce reviewer and hold unclear questions for external clarification. This is not a universal order. The program manager may change it when the owner names a different commercial or construction priority. Record the reason so the team can explain why an older package did not move first.

For a multi-discipline comment, designate one response integrator. The civil designer may own route geometry while the traffic-control specialist owns work-zone impacts, so the integrator checks that both answers use the same revision and do not contradict the transmittal. One thing we criticize: our preferred owner-led cadence adds deliberate coordination before a shared revision is released. That can feel slower than letting every package team resubmit independently. We still recommend the pause when one design change crosses jurisdictions because parallel speed is false progress if it creates conflicting packages. For isolated comments, the extra meeting adds little value and should be skipped.

The limit matters. Do not require a portfolio meeting for a spelling correction that has no cross-package effect, and let the named coordinator close isolated work within delegated authority without waiting for a group review. Reserve collective decisions for scarce capacity or shared design basis. This keeps governance proportional. It also gives senior reviewers time to resolve the few comments that truly alter route sequence.

A practical cadence has two levels. The coordinator performs a brief exception scan on working days when the portfolio is active, while the program team holds a focused decision review at an interval chosen for current workload and risk. We often start with twice-weekly reviews during heavy comment cycles and reduce frequency when work stabilizes, recognizing that this is Draftech guidance rather than an agency requirement or service-level agreement.

The exception scan asks only what changed and who must react. New agency comments go to their response owner, a design revision triggers the shared-change test and a missed internal commitment returns to workload triage for a new capacity decision. At the portfolio review, start with decisions that affect several packages, move next to capacity conflicts and end with packages whose forecast assumption changed since the previous review. Do not spend the meeting reading every row. The coordinator circulates ordinary status before the call. Time together is for choices that a single package owner cannot make alone.

Forecasts should show a range or scenario grounded in known work. Separate agency-dependent time from applicant response effort, and say so plainly when the authority has not provided a dependable review commitment that can support the planning case. Use labels such as earliest supported release and current planning case. Include the assumption that would move each date. Never convert a local example or a past response into a universal review clock. No guess becomes a commitment.

The FHWA Guide to Project Coordination for Minimizing Work Zone Mobility Impacts says useful coordination needs timely project data and a defined process followed by stakeholders. It also notes that data sharing alone does not create coordination, although that guidance addresses work-zone project coordination rather than establishing a national procedure for concurrent fiber permits. Its management lesson still fits: a shared view becomes useful only when someone owns the resulting decision.

Measure the cadence by decision quality. Useful questions include whether shared changes were caught before release and whether overloaded disciplines were visible before commitments slipped.
