We manage one of the most active OSP engineering pipelines in the country, backed by $42.5B in federal BEAD broadband funding in active deployment.

### OSP Engineering & FTTH Design
HLD/LLD production, splitter placement, PON architecture, fiber count planning, AutoCAD construction packages. We need engineers who produce carrier-grade design packages that go directly to build crews without rework.

### Pole Loading Analysis
NESC-compliant structural analysis, O-Calc Pro or SPIDA Calc output, make-ready engineering, joint use attachment applications. Volume ranges from 200 to 10,000+ poles per engagement.

### CAD / GIS Design
Route design, fiber network mapping, plan sheet production, splice diagrams, GIS database management. We provide client-specific templates for AT&T, Frontier, Charter, and rural ISP standards.

### Field Survey & Strand Mapping
GPS pole surveys, aerial and underground plant assessment, strand mapping, and mobile GIS data collection. Multi-state crew coverage is a strong advantage.

### Permitting & ROW
Municipal, NCDOT, railroad, and utility right-of-way permitting. Permit application preparation, agency follow-up, encroachment agreement support. BEAD-funded build permit timeline experience is a major advantage.

### As-Built Documentation
Post-construction GIS updates, deviation log preparation, photo documentation sets, and BEAD closeout documentation packages.

## Vendor Qualifications

**Required for all vendors:**
- Demonstrated telecom or utility infrastructure project experience
- Proficiency in the primary software tool for your discipline
- Documented QC process
- General liability and E&O insurance appropriate to scope
- References from at least two prior telecom clients
- Ability to meet carrier-grade delivery timelines

**Advantages that move applications forward:**
- MBE, DBE, WOSB, or SDVOSB certification
- Prior BEAD-funded or federal broadband program experience
- Multi-state field coverage or design team capacity
- Familiarity with AT&T, Frontier, Charter, or Lumen standards
- Pole loading throughput above 100 poles/day (O-Calc/SPIDA)
- Field survey throughput of 5+ miles/day

## Vendor Qualification Process

1. **Submit application** — Company info, disciplines, states covered, tool certifications, and recent project experience. Response within 1–2 business days.
2. **Technical qualification** — Credential review, sample deliverable evaluation, software proficiency verification. 3–5 business days.
3. **Paid trial engagement** — Contained scope on an active project (50–200 poles, a single design segment, or a defined survey corridor). Evaluated on output quality, turnaround, and communication.
4. **Onboarding & pipeline access** — MSA execution, standards documentation, QC checklists, and active project pipeline access. Work volume scales with demonstrated capacity.

Most qualified vendors complete onboarding within **2 weeks** of initial contact.

## MBE & Supplier Diversity

Draftech International received its Certified Minority Business Enterprise (MBE) designation in 2024. On BEAD-funded state broadband programs, subcontract spend with Draftech counts toward clients' supplier diversity requirements. MBE/DBE-certified vendors are prioritized on qualifying project scopes.
