DISTRIBUTION POLE CONSTRUCTION SERVICES

Last reviewed: October 2026

Draftech-managed crews set and replace distribution poles, coordinate the transfers that accompany each change-out, and remove the retired structure. One accountable team carries each pole from its engineering basis through field completion.

## Get the pole work built as its own scope

Draftech International delivers utility pole installation services through Draftech-managed crews for investor-owned electric utilities, rural electric cooperatives and municipal utilities. New pole sets at defined locations, individual change-outs and full replacement programs can each be bought as a standalone scope. Our [utility construction](https://draftech.com/services/utility-construction/) team delivers each one as full turnkey construction under Draftech's QA/QC and safety program.

A pole can hold up work well beyond its footprint. A replacement is set to the wrong class or height because the field crew works from instructions that never reflected the structural review. A make-ready deadline slips because the new set, attachment transfers and old-pole removal were each run by a different party. The cutover window passes, and the owner faces a return trip or reinspection while other activities wait.

Draftech connects the specified pole to the crew assignment and the work needed to finish that location. The owner has a single point of accountability for the agreed construction work, including framing, associated guy and anchor work, transfer coordination and retired-pole removal. Each pole closes with a completion record tied to its design.

## What our utility pole installation services deliver

The construction package defines which structures will be set or replaced and what completion means at each location. Our deliverables, performed by Draftech-managed crews, cover the physical pole work and its immediate interfaces:

- **New pole sets:** Installation at the defined locations to the engineered pole specification and configuration, with setting depth and backfill as the design requires.
- **Pole change-outs and replacements:** Physical replacement of the designated distribution structures, including removal of the retired pole after the required transfers are complete.
- **Attachment transfer coordination:** Coordination of the attachment work that accompanies the change-out, aligned with the pole owner's requirements and the parties responsible for those attachments.
- **Associated guy and anchor work:** The guy and anchor transfers or installation required by the engineered change-out configuration.
- **Framing and hardware installation:** Installation to the specified arrangement so the finished structure reflects the design basis.
- **Per-pole completion records:** Documentation of the completed construction scope, resolved field differences and retired-structure removal status.

These deliverables define the poles and associated work the owner is purchasing. Responsibilities for owner-furnished materials, attachment work and operating access are agreed before work starts. That clarity matters when a replacement program crosses several internal departments or involves outside attachers.

## Pole replacement that reaches old-pole removal

Draftech's utility pole replacement services include retired-pole removal by Draftech-managed crews as part of the agreed change-out scope, scheduled around the completion of the transfers by the parties responsible for them.

For a change-out driven by a make-ready deadline, the construction assignment needs to reflect both the structure work and its dependencies. Communications-space work for the attacher is covered by [make-ready construction](https://draftech.com/services/utility-construction/make-ready-construction/). Owners that also need program-level attacher tracking can engage [joint use engineering](https://draftech.com/services/electric-utility-engineering/joint-use-engineering/).

## Mixed location lists and replacement programs

A location list can mix new sets on a new alignment with change-outs on an existing line. Each location carries its own work type and materials, so a mixed list closes pole by pole instead of waiting on the slowest location.

For a replacement program, Draftech groups locations for construction once the owner-furnished material, the operating windows and the transfer plan for that group are in place. Grouping by readiness keeps crews on poles they can finish, and each location that is still waiting stays on the list with its open dependency named until it clears.

## Build from your design or Draftech's in-house engineering

Draftech-managed crews can execute against a client-supplied design or an engineering package produced by Draftech. When we provide engineering, it is 100% in-house.

The source of that basis depends on the work. A new set may come from [overhead distribution design](https://draftech.com/services/electric-utility-engineering/overhead-distribution-design/). A planned change-out may come from a [pole replacement engineering](https://draftech.com/services/electric-utility-engineering/pole-replacement-engineering/) package.

Before a pole is scheduled, the package for that location has to carry everything the crew will build to: the pole class and length, the setting location, the framing configuration, the guy and anchor arrangement, the attachments that will transfer, and the design's NESC loading and clearance basis. When a client-supplied package leaves one of those open, Draftech raises it with the client's engineer so the question is settled before work starts at that pole, not with the old pole half transferred.

If a change-out adds equipment or a new attacher to the structure, our [pole loading analysis](https://draftech.com/services/pole-loading-analysis) can confirm the replacement class before the pole is ordered. Where engineering remains necessary, we can include it and carry the resulting instructions into the field.

## What happens when a pole location differs from the design

Pole work encounters conditions that drawings may not fully capture. An underground facility at the staked setting location or a conflict along the designed guy lead may prevent installation as drawn; a third-party attachment missing from the design also needs resolution. Leaving those differences unresolved can mean correcting the structure after other work has already advanced.

Differing field conditions go back to the engineer of record for resolution before the affected pole is closed out. Even a short move along the line changes the adjacent spans, the guy leads and the clearances on both sides, which is why that call belongs to the engineer and not the crew.

QA/QC checks the installed pole class and length against the design, along with the framing and associated guys and anchors, before the pole's closeout record is issued.

## Coordinate around the owner's operating windows

Outages, switching, cutover and energization are controlled by the pole owner or system operator. Draftech coordinates its pole work around those controls and the operating windows made available for the work. We do not perform switching.

We sequence our distribution pole change-out services around the work that can occur at each location. Where a change-out depends on an outage, Draftech plans the set, framing and guying so the new structure is ready before the window opens, keeping the outage to the work that actually needs it. Draftech coordinates changes to operating windows with the owner so the pole construction schedule stays connected to the broader project.

## Scope your pole installation or replacement work

Send Draftech the pole locations, available engineering packages and the work you need completed. Include known transfer dependencies, material responsibilities and owner-controlled operating windows. As your pole installation and replacement contractor, we use that information to define the work and its completion requirements.

[Contact Draftech](https://draftech.com/contact) with your pole list to scope an individual set or change-out, or discuss a replacement program.

## Frequently Asked Questions

### Can we hire Draftech for pole work alone?

Yes. Draftech-managed crews take on standalone new pole sets, change-outs and replacements for distribution pole owners. The assignment can cover a defined set of locations or a replacement program, with framing, associated transfer coordination, retired-pole removal and per-pole records included in the agreed scope.

### Can Draftech handle permits for new pole locations?

Yes. Where a new set or a relocated pole needs a right-of-way or crossing permit, our permitting team can prepare the application and coordinate it with the reviewing agency. Crews are scheduled to that location once the permit is in hand, so a pole is not set ahead of its approval.

### Can Draftech inspect another contractor's pole work instead?

This page covers pole work built by Draftech-managed crews. When another contractor's crews are building a power distribution project, Draftech offers electric construction management and inspection as a separate owner's-representative engagement.

### What should a pole owner send to scope a replacement program?

A pole list and available design packages identify the locations and specified replacement work. Identify owner-furnished material responsibilities as well, so the assignment reflects what the owner will supply.

### What will we receive when the pole work is complete?

You receive per-pole completion and closeout records tying the finished structure to its design. The records cover the agreed pole work, resolved field differences and retired-pole removal status where applicable. The agreed scope specifies which records the owner will receive for each pole.
