INDEPENDENT OVERSIGHT FOR YOUR BUILD

Last reviewed: October 2026

Draftech represents the owner on distribution line and substation builds performed by the utility's crews or its contractor. One accountable team tracks the schedule, reviews change orders, inspects field work and reconciles closeout to what was built.

## Put an independent team on your side of the build

Draftech delivers electric utility construction management for owners who already have a builder and need independent oversight of its work. We serve investor-owned and municipal electric utilities, rural electric cooperatives, EPCs and developers delivering distribution line extensions, rebuilds and substation projects. The utility's own crews or its contractor perform construction. Draftech manages and inspects that build from the owner's side, independent of the builder.

Without someone tracking the build for the owner, a contractor's progress report can conceal unfinished corrections. A change order can reach payment without supporting review. An installation discrepancy can remain unnoticed until correcting it requires rework, and a final drawing can describe the intended design instead of the installed condition. The owner then has to reconstruct the project when a funder, pole owner or regulator asks for evidence.

Utility construction oversight from Draftech connects field findings to schedule, cost decisions and final records. You get a single point of accountability for the management engagement.

This owner's-representative service sits within [Utility Construction](https://draftech.com/services/utility-construction/). Owners who want a distribution line built can also obtain full turnkey construction through Draftech-managed crews under Draftech's QA/QC and safety program.

## What our electric utility construction management delivers

Draftech carries the construction-phase management scope as a connected set of deliverables:

- **Schedule tracking against the contractor's baseline.** Progress updates identify departures from the agreed schedule, affected activities and outstanding items that influence completion.
- **Change-order review and documentation.** Reviewed requests show the stated reason for the change, supporting scope and cost information, schedule implications and the owner's recorded decision.
- **Field inspection against the design and applicable code.** Inspection records compare work in progress with the engineering package, owner requirements and applicable National Electrical Safety Code (NESC) requirements. Findings identify the affected work and required follow-up.
- **Distribution-line and substation punch-list management.** Draftech assigns and tracks open items through correction, with supporting records showing their disposition.
- **Closeout documentation reconciled to as-built conditions.** The final package brings the construction record, documented changes and punch-list status into agreement with the installed work, with unresolved exceptions clearly identified.

These outputs stay connected throughout the engagement. An inspection finding that requires correction also has a schedule consequence and a closeout record. Your project lead sees that link in one report instead of having to reconcile separate contractor and inspection reports.

## Start before mobilization or join a build in progress

Draftech can be engaged before construction starts or while the build is underway. We begin with the engineering package being used for construction, the contractor's baseline schedule, the assigned construction scope and the owner's reporting requirements. Together, those inputs establish what the builder is expected to deliver and what Draftech will track.

For a project already in progress, we also review available progress reports, change-order records, inspection findings and open corrections. The initial review shows which status the records support and which gaps need attention. That gives the owner a clear starting position without treating earlier, undocumented work as verified.

We establish a schedule and change-order tracking cadence with the contractor, then inspect work in progress against the construction package. The engagement continues through punch list and closeout. Inspection coverage and reporting frequency are scoped around the construction sequence and the owner's needs, with responsibilities defined before the assignment begins.

## Work from your existing engineering package

You can retain Draftech for construction management whether we designed the project or your team supplies the engineering package. The oversight scope starts with the documents the builder is working against. We identify the current package and use it consistently for inspection, reporting and follow-up on discrepancies.

Owners who used Draftech for [overhead distribution design](https://draftech.com/services/electric-utility-engineering/overhead-distribution-design/) or [distribution substation design](https://draftech.com/services/electric-utility-engineering/distribution-substation-design/) can carry that relationship into construction oversight. Because Draftech's engineering is 100% in-house, the team that oversees the build has direct access to the design context, while field observations establish whether the installation follows it.

When the owner supplies the design, we coordinate questions with the responsible engineering team. You do not need to commission a replacement design to obtain owner's-side construction management. The engagement keeps the construction record tied to the supplied package and its documented revisions.

## See schedule drift and review changes while work is active

On distribution line builds, our power line construction management keeps the contractor's baseline visible as work advances. Reporting identifies the activities that have slipped, the reasons reported by the builder and the consequences for remaining work. Our report traces each revised completion forecast to the original baseline, so an updated schedule does not erase the delay the owner needs to understand.

Draftech follows up with the contractor on outstanding schedule actions and carries their status into owner reporting. Our reports separate work that is installed, work that needs correction and work still missing documentation. A section of line can be installed while work needed for closeout is still outstanding; our report shows both.

Change-order review gives the owner a documented basis for evaluating the contractor's request before payment decisions. We review the proposed work against the contracted scope and available supporting information, identify missing justification and document the requested cost and schedule effect. The owner receives the review and decision record together, preserving the basis for what was approved, rejected or returned for clarification.

## Inspect distribution and substation work against the package

Draftech's inspection role checks the build in progress against its design and applicable requirements, including NESC where it applies. We document observed discrepancies while the contractor can address them during construction. Findings stay tied to the affected portion of the line or station so the owner can understand their extent and follow their resolution.

For distribution builds, inspectors check installed construction units, pole framing and setting, grounding, and NESC clearances against the issued-for-construction staking sheets and drawings. For substations, inspectors check the contractor's foundations, structure and equipment installation, grounding connections and conduit and cable work against the station's issued-for-construction drawings. The service gives the owner a record of field conditions and follow-up, with inspection integrated into the broader management assignment.

Draftech does not build substations. Testing, commissioning and energization services stay with the owner's team.

## Carry corrections through to a usable closeout package

Our punch-list report shows the owner which items need correction and what supports each closure. Draftech tracks required corrections with the contractor, follows up on unresolved items and documents their disposition. That keeps incomplete work visible even as the contractor moves toward demobilization.

The owner receives a closeout package reconciled to as-built conditions, with any unresolved exceptions listed.

## Choose the scope that matches your project

The engagement described here is for overseeing a build performed by the owner's crews or another contractor.

If your team already manages schedule and change orders on a distribution or substation build, we can scope this engagement around field inspection alone. For a fiber build that needs independent inspection only, use our [construction inspection and QA/QC service](https://draftech.com/services/utility-construction/construction-inspection-qa-qc/). For a fiber build that needs the full owner's-side role, use [fiber construction management](https://draftech.com/services/fiber-construction-management).

## Frequently Asked Questions

### Can we keep our existing construction contractor?

Yes. Draftech represents the owner while your selected contractor or utility crews perform the distribution or substation construction. We establish the management and reporting scope around that arrangement.

### Do you offer construction management services for electric cooperatives?

Yes. Cooperatives use this service when their own crews or a contractor builds a line extension, rebuild or substation project and they need tracking on the owner's side. We set up inspection and reporting against the cooperative's construction standards and the engineering package its builder uses. The cooperative makes the change-order decisions.

### Can Draftech join after construction has started?

Yes. We review the current package and available construction records, then identify open work and documentation gaps. Inspection and reporting proceed from that established position, with limitations in earlier records kept visible.

### Does construction management include approving contractor change orders?

Draftech reviews and documents the requests so the owner has a supported basis for its decision. Draftech documents the owner's approval separately from our review and keeps the decision with the change-order documentation.

### What should we send to scope the engagement?

Send the construction package, project limits, contractor's schedule, current build status and any open change orders or inspection findings. Include your reporting and closeout requirements so we can define the management deliverables and inspection coverage.
